Iris is the rainbow goddess. To become her just drape a bedsheet over yourself in Greek fashion. Also add some colorful ribbons or strings. Fashion a pair of wings. Add a little colorful makeup and voila, you are The Rainbow goddess. You can always add personal touches to make you costume more interesting.

your idea is simply brilliant! I suppose the goddess of the rainbow could also have a veil bordered with a ribbon containing the colors of the rainbow. Also, as regards makeup, there are rainbow makeup tutorials on Youtube - I like this one, for example.
Whoever decides to have such a costume for Halloween, please come back and show us photos!
